Yes the elites first had property qualification to be met before you could vote, and then, as the right to vote was expanded to include all men, women over 30, then all people over 18, etc etc, so voting has become a meaningless performance while the actual deals, laws and wars are brokered behind closed doors by the billionaires owning conglomerates more powerful than mere nations.
