This is not correct wording surely.

It was not that some outside greater force did not let them have he opportunity to evacuate the hospitals - the Israeli Occupation Force and the political leadership CHOSE not to evacuate the hospitals before bombing and shooting patients, medics and people who had sought shelter at the hospital grounds thinking that Israel would not stop so low as to bomb hospitals.
