I think ths s a very confusing way of describing a possibe scenario where the target starts to recognise the responsibility of the narcissist in harming by underming/blaming/gaslighting etc. The target might to avoid taking responsibility to protect herself and change the situation/get away, start to hold the narcissist responsible for the harm done and her weakenss, but that is not scapegoating then narcissist.
