I reread this paragraph several times, to try to get clarity on what you mean. The sentence 'The practical application of diversity has not me tour expectations', I think here, the 'our' refers to the oppressed peoples ie Native American/Black/visible minorities.

In the sentence that follows, 'our reluctance', surely means the dominant group who caused the afflictions, don't want to delve into the 5oo year history.
