I may be wrong but I think that is an African saying. Insane levels of individualism in the West has meant there was never much of a village in their high rise cities which they have preened about as evidence of their 'advanced societies'. When in fact the truly advanced' societies that put children's well-being at the centre of village life and relationships, were maligned as 'primitive or 'under-developed'.
