There was a similar dynamic in the Cold War. In the beginning, both sides stole shamelessly from each other; the Soviets got nuclear weapons through espionage, and in 1959 the CIA stole a Soviet satellite in Mexico while it was on a world tour, in an attempt to catch up with the far superior Soviet space programme.

The Europeans were desperate to learn about many technologies the Chinese invented but hardly anyone makes reference to that as attempting to steal. 'silk production, and ceramics come to mind where individuals from Europe took great risks to spy and to steal from China.
